Vilnius is known around the world for the vibrant and diverse range of venues our members built. That is why Mark Davyd, the UK’s leading expert on the economic value of small, privately-owned music venues has written to the Mayor of Vilnius asking to save our city’s nightlife.
We need to listen to these experts and accept their kind help. Doing nothing will cost the city much, much more. Stage one of our rescue plan must be activated now, before it’s too late. Berlin is already acting to save their culture sector and we can do it too!

Open Letter to Mayor of Vilnius Remigijus Šimašius on the Economic Value of Private Cultural Venues
Dear Mr. Mayor,
My organisation, the Music Venue Trust, is a registered charity that represents over 680 small and medium-sized music venues in the UK. Among our supporters are Sir Paul McCartney and a wide range of artists, industry professionals and politicians. I have campaigned for 20 years to protect small music venues from closure and to make decision-makers aware of the huge value they add to a city’s economy.
I have followed the situation in Vilnius with interest since meeting then-Councillor Mark Adam Harold in 2018 and hearing about the vibrant and diverse music scene you have in your city. I was very impressed to hear that you spoke out in defence of nightlife establishments when they were suffering unnecessary police raids.
I was therefore saddened to hear that the Lithuanian government is not announcing financial support for the venues they forced to shut down, or providing sufficient help for the many vulnerable workers and freelancers who power the sector. It is not unusual for national governments to fail to appreciate the social, cultural and economic benefits that a vibrant nightlife brings to major cities. I also understand that the pro-countryside national government in your country has never shown much love for your administration or the needs of the residents of the capital city.
I would therefore like to draw your attention to the golden opportunity presented to you by the Vilnius Night Alliance. Their plan to quickly prioritise and guarantee desperately-needed loans to cultural venues without excessive bureaucracy would be the perfect tool for the City of Vilnius to protect valuable cultural spaces from bankruptcy.
Across Europe, cities and governments have acted swiftly to protect their night time economy. I would strongly recommend that you examine best practice across the EU and consider the faster and simpler scheme of grants, not loans. This sector generates significant additional value for your city, and investment now to protect the long term future of that asset would be paid back many times in the protection of night time economy jobs in hospitality, catering and travel, all of which are placed at risk by the loss of these key drivers of footfall. I would be happy to provide you with numerous studies from right across the world that illustrate the direct financial impact of both a vibrant nightlife and the lack of such an asset.
These are extraordinary times. I fully appreciate the stress placed upon your administration by the exceptional circumstance, and the pressure that brings to demand on public finances. Please do whatever you can do to provide real financial aid to your private cultural small businesses as soon as possible, because any delays, even a few weeks, will mean there is nothing left to save. After the crisis there would be nothing to rebuild and the city would no longer be a cultural melting pot. It would just be empty.
The cost of starting from scratch after the crisis would be much greater, and the cultural, social and economic losses to your city are avoidable if you act now.
I hope you will take this opportunity to maintain the position of Vilnius as a leading centre of cultural innovation and variety in Europe, and I look forward to personally visiting the many outstanding venues you save as soon as travel restrictions are lifted.

Buvau maloniai nustebintas kai sužinojau, kad Jūs pasisakėte ir užstojote naktinio gyvenimo įstaigas, kai jos kentė perteklinius policijos reidus.
Todėl šiai dienai apmaudu girdėti, kad Lietuvos vyriausybė nepaskelbia finansinės paramos toms įstaigoms, kurias jie privertė užsidaryti, bei negarantuoja pakankamos pagalbos daugeliui pažeidžiamų darbuotojų ir laisvai samdomų darbuotojų, sudarančių didžiąją dalį kultūros ir pramogų sektoriaus. Kad nacionalinės vyriausybės neįvertina socialinės, kultūrinės ir ekonominės naudos, kurią gyvybingas naktinis gyvenimas teikia didiesiems miestams yra, deja, gana įprasta. Taip pat suprantu, kad valstietiška vyriausybė jūsų šalyje niekada nerodė didelės meilės jūsų administracijai ar sostinės gyventojų poreikiams.
Todėl norėčiau atkreipti jūsų dėmesį į auksinę galimybę, kurią jums pristatė Vilniaus naktinis aljansas. Jų planas greitai suteikti prioritetą ir garantuoti žūtbūt reikalingas paskolas kultūros įstaigoms be pernelyg didelės biurokratijos būtų puiki priemonė Vilniaus miestui apsaugoti vertingas kultūrines erdves nuo bankroto.
Visoje Europoje miestai ir vyriausybės operatyviai imasi veiksmų apsaugoti savo naktinę ekonomiką. Primygtinai rekomenduočiau išnagrinėti geriausią ES taikomą praktiką ir taip pat apsvarstyti greitesnę ir paprastesnę dotacijų, o ne paskolų schemą. Šis sektorius sukuria svarbią papildomą vertę jūsų miestui, o investicijos, skirtos apsaugoti ilgalaikę šio turto ateitį, būtų grąžintos keliariopai per naktinės ekonomikos darbo vietų apsaugą svetingumo, maitinimo ir turizmo srityse, nes šio sektoriaus atsigavimo sekmė mieste nulems ir kitų sektorių gyvybingumą. Galiu pateikti jums daugybę tyrimų iš viso pasaulio, kurie iliustruoja tiesioginį energingo miesto naktinio gyvenimo arba jo trūkumo daromą finansinį poveikį.
Tai nepaprastas laikas. Aš visiškai suprantu stresą, kurį jūsų administracija patiria dėl šių išskirtinių aplinkybių, ir tai jog susidariusi situacija kelia beprecedentį poreikį valstybės paramai. Prašau, darykite viską ką galite, kad kuo greičiau suteiktumėte realią finansinę pagalbą savo smulkioms kultūros įstaigoms, nes bet kokie vėlavimai, net kelių savaičių, reikš, kad nebeliks ką gelbėti. Po krizės nebebus ką atstatyti, o miestas nustos buvęs kultūros lopšiu. Jis tiesiog liks tuščias.
Po krizės pradėti viską nuo nulio kainuotų daug brangiau, o kultūrinių, socialinių ir ekonominių nuostolių jūsų miestui įmanoma išvengti tik tuomet jei veiksmų imsitės nedelsiant.
Tikiuosi, kad pasinaudosite proga išsaugoti Vilniaus, kaip pirmaujančio kultūros įvairovės ir inovacijų centro, poziciją Europoje ir pasibaigus kelionių apribojimams nekantrauju apsilankyti daugybėje nuostabių jūsų miesto įstaigų, kurias išgelbėsite.
